Is the pause before bowing in the Fajr prayer, which lasts about 30 seconds, for supplication?

The Hanbalis, Shafi'is, and Ibn Hazm are of the opinion that it is desirable to observe a slight pause before bowing (rukūʿ), basing their view on the Hadith of Samurah: "The Messenger of Allah, peace and blessings be upon him, used to have two pauses: a pause when he began the prayer, and a pause when he finished the second surah before bowing." Some imams also pause during the Fajr prayer in the last rak'ah for the silent supplication of Qunūt.
