Is the Hajj considered incomplete if the intention was Qiran and the value of the Hady was paid in Makkah instead of Germany?

The pilgrim performing Qiran is obligated to offer a sacrifice (hady) as a duty. If you pay its price to someone who distributes it to the poor of the Haram, you have fulfilled your obligation, and your Hajj is not incomplete by delaying the payment until Makkah. By doing so, you miss the Sunnah of driving the sacrificial animal from the Miqat, which is an emphasized Sunnah that most people neglect today. It is recommended to drive the sacrificial animal from your own country. If you do not do that, then buying it on the way is better than buying it in Makkah, and then buying it in Makkah is better than buying it in Arafat. If you buy it in Mina, it is permissible.
