Does a father sin, in Islamic law, by preventing his younger daughter from marrying, on the condition that her older sister marries first, knowing that the older sister does not object, and that the younger daughter has suitable marriage opportunities?

Islam encourages hastening to marriage, and fathers are enjoined to marry off their daughters to those whose religion and character they approve, for the Prophet, peace and blessings be upon him, said: "O young men, whoever among you can afford to marry, let him do so, for it helps him lower his gaze and guard his chastity. And whoever cannot afford to marry, let him fast, for it will be a shield for him." And he also said: "If there comes to you one whose religion and character you approve, then marry him [to your daughter], for if you do not do so, there will be tribulation on earth and great corruption." Delaying the marriage of the younger daughter on the pretext that the elder has not yet married is an injustice for which the father is sinful, and the daughter is permitted to take her case to a judge.
