Does divorce take effect if the husband says, "You are divorced" in a moment of anger, then retracts and apologizes?

An explicit divorce issued by the husband is effective if he is aware of what he is saying, and his anger or subsequent apology is not taken into consideration. If this is not the third pronouncement of divorce, the husband can reconcile with his wife before the expiration of her waiting period (iddah).
