Is it permissible to eat the meat distributed by the Zakat Fund, which came from animals confiscated from their owners because they were being raised inside the city?

It is not permissible to transgress against people's livestock under the pretext of cleaning the city, because the property of Muslims is inviolable, and the wealth of a person is not lawful except with his good consent. This meat is usurped and is not lawful to eat. This is not considered ta'zir (disciplinary punishment), for ta'zir through property is prohibited according to the majority of jurists. The state must compensate the owners of the livestock; otherwise, it would be a prohibited usurpation that leads to corruption and the unlawful consumption of wealth.
