This meat is usurped and is not lawful to eat. This is not considered ta'zir (disciplinary punishment), for ta'zir through property is prohibited according to the majority of jurists. The state must compensate the owners of the livestock; otherwise, it would be a prohibited usurpation that leads to corruption and the unlawful consumption of wealth.
