The questioner must travel to seek knowledge because there are no scholars in his country, and his parents do not object to his travel, nor does he fear that they will be neglected. Some scholars have stated that seeking knowledge, even if it is a communal obligation (kifayah), if it cannot be acquired in one's own country, then there is no obedience to parents in preventing it, as long as there is no fear of their neglect.
