How should one act when the girl's family refuses her marriage to a young man of another nationality, knowing that the young man had previously erred by engaging in an emotional relationship with the girl, and now wishes to marry her to avert further corruption?

A man's communication with a woman who is a stranger to him is forbidden and a means to corruption. Marriage is the best solution for those who love each other. If your marriage to this girl is difficult due to her father's refusal or because she is from another country, then look for someone else. Allah Almighty says: "But perhaps you hate a thing and it is good for you; and perhaps you love a thing and it is bad for you. And Allah Knows, while you know not." You are not obligated to marry her to rectify the error of a forbidden relationship; for there is no offense from you against her.
