Is it permissible to purchase a Hajj visa from the embassy after performing the obligatory Hajj?

Hajj visas are not for sale or purchase, as the competent authorities grant them free of charge. Whoever among the employees trades in them consumes unlawful wealth. As for someone who is forced to pay a bribe to obtain them, there is no sin upon him, whether his Hajj is voluntary or obligatory.
