It is not permissible for a person to obtain a Hajj visa for himself if he does not intend to perform Hajj. If he obtains it with the intention of Hajj and then changes his mind, he is not allowed to sell it for more than its original cost. It is not permissible to use Hajj visas as a trade to exploit Muslims; rather, a Muslim should be a helper to his brothers.
