What is the ruling on a person who receives a monthly salary from the state but performs no work?

It is not permissible for an employee to receive his salary unless he performs the work assigned to him by the state, because Allah Almighty says: (O you who have believed, fulfill [all] contracts) (Al-Ma'idah: 1). If he abandons the work, it is a breach of contract, a betrayal of trust, and consuming wealth unlawfully. He must perform his work to the fullest extent to clear himself of responsibility, otherwise, he should resign.
