What is the ruling on not always chanting the Qur’an, and sufficing with that at certain times like Ramadan, knowing the Hadith: "He is not of us who does not chant the Qur’an"?

Scholars have differed on the meaning of "chanting the Qur'an," and the most preponderant opinion is that it means beautifying the voice during recitation. This involves devotion and slow, melodious recitation while beautifying the voice as much as possible. If the speed of recitation conflicts with contemplation, then slow, deliberate recitation with understanding is more preferable, and this is the preference of Shaykh al-Islam Ibn Taymiyyah.
