Is it permissible to pay Zakat on gold to family members within the same household?
It is permissible to give to a poor family residing in one household. The presence of the father, if he is poor, does not prevent this. Zakat can be given to the father, or his wife, or his children, or all of them. However, if the father is given enough to suffice him, it is not permissible to give zakat to his wife and children, as their financial support is obligatory upon him. Conversely, if the wife is wealthy, this does not prevent giving zakat to her poor husband.
It is not permissible for an individual from the family (such as the father or the son) to give zakat to other poor family members whose financial support is obligatory upon him. However, if it is the mother who is giving zakat, she is permitted to give it to her needy husband and children, based on the of Zainab, the wife of Ibn Mas'ud (may Allah be pleased with her).
