Does a girl sleeping with her female friend in their clothes without penetration constitute zina (fornication/adultery) necessitating repentance, and is it permissible to marry her later?

It is regrettable that illicit relationships have become widespread among young men and women under the guise of friendship and love. This contradicts both Islamic law and human nature. What the perpetrator did did not reach the level of actual zina (fornication/adultery), but it is an ugly sin and a manifest transgression. It falls under the metaphorical zina that the Prophet, peace and blessings be upon him, called the zina of the eye, the ear, the tongue, the hand, and the foot. The door to repentance is open, and the perpetrator must hasten to repent by abandoning the sin, regretting it, and resolving not to return to it, while maintaining discretion and not publicizing it. If the girl is chaste, there is no objection to marrying her.
