Is dreaming that the face of a deceased person changes and that he utters bad words considered a true vision (ru'ya), self-talk, or from Satan, and should the concerned person be informed despite the fear of the matter coming true, and does charity دفع away affliction, and is supplication sufficient if there are no poor people to give charity to?

The questioner should be reassured and cast off these thoughts, and know that what befell her is what Allah has decreed for her. She must have a good opinion of Allah, and not pay attention to a dream she dislikes, nor tell anyone about it. This is not treachery; rather, it is the recommendation of the Prophet, peace and blessings be upon him. Charity and supplication are among the means of warding off affliction and attaining good.
