Are close relatives more deserving of ongoing charity (Sadaqah Jariyah) or is digging a well outside of Saudi Arabia?

Charity to relatives is more deserving, as the Prophet, peace and blessings be upon him, said: "Indeed, for a relative, it is two things: charity and maintaining kinship ties." However, if your relatives are self-sufficient and others are in dire need, then giving charity to those others is more deserving to meet their urgent need. But if your relatives are in need, then giving charity to them is more deserving.
