Which is better for performing an ongoing charity (sadaqah jariyah) for deceased parents: providing water within the country or in African countries?

Charity to needy relatives is more deserving and brings greater reward than charity to others, due to the Prophet's (peace be upon him) saying: "I think you should give it to your relatives," and his statement: "Charity given to a poor person is charity, and charity given to a relative is both charity and maintaining kinship ties." If a person gives charity to the poor who are not relatives, he will receive a great reward, especially if they are in greater need. Therefore, if there is no need for this charity in your country, it is more appropriate to direct it to the poor in Africa.
