What is the ruling on a construction loan of one million dinars, where half of it (half a million dinars) is paid with interest, and the remaining half (half a million dinars) is considered a non-refundable grant from the state, given that the total interest does not exceed the amount of the grant?

A loan that yields a benefit is usury (riba), and therefore, it is impermissible to borrow an amount that accrues interest. As for the remaining half of the amount, if it is linked to the borrowed amount with interest, then it is impermissible to take it. However, if there is no intrinsic connection between them, then it is permissible to take it, as it is considered an independent grant and gift.
