Borrowing with interest (riba) is forbidden, regardless of the amount of interest, based on the Almighty's saying: ﴿O you who have believed, fear Allah and give up what remains [due to you] of interest, if you should be believers. And if you do not, then be informed of a war [against you] from Allah and His Messenger. But if you repent, you may have your principal – [thus] you do no wrong, nor are you wronged.﴾ [Surat Al-Baqarah: 278-279]. And based on the Prophet's (peace be upon him) saying: "Allah's Messenger (peace be upon him) cursed the one who consumes riba, the one who gives it, the one who writes it down, and its two witnesses." Scholars have unanimously agreed that every loan that brings a stipulated benefit is riba. It does not matter if what is repaid is less than the total of the grant and the loan; rather, what matters is that the loan is repaid with a stipulated increase.
