Is it permissible for a woman who owns an old two-room house from which she receives a meager rent, and lives in another house, and has two bracelets, and is in debt, and her income is limited and not sufficient for living expenses, and has no guardian except her sons and daughters who are unable to pay off her debts and repair the house, and whose husband has passed away, to take from zakat to repair her old house and pay off her debts?

If a woman and her children do not find enough to sustain their livelihood and basic needs, and they have debts and a need to renovate their house, then they are eligible for zakat. Their ownership of an old property that is insufficient for them does not affect this, for the poor person is one whose wealth and earnings are insufficient for their basic needs. And whoever owns a property whose income falls short of their sufficiency is considered poor.

If a person owns wealth, other than monetary assets, that is insufficient for their needs, such as real estate on which zakat is not obligatory, then this does not prevent them from receiving zakat. Similarly, bracelets do not prevent the payment of zakat to her if she needs them for adornment for herself or her daughters.
