Is clothing that reveals a small part of the arm or the top of the foot, or loose-fitting, opaque, unadorned clothing, considered a temptation (fitna) and punishable by Islamic law?

If a woman's clothing covers her entire body, is not form-fitting or transparent, and is not adorned in itself, then it is a lawful hijab. This includes wearing trousers if another garment is worn over them that conceals the woman's figure and does not outline it. However, it is not permissible to expose the tops of the feet. Therefore, a mature woman must cover her feet with socks or other means when she leaves her home.
