Is the uncle sinful for not being able to visit his sick mother because he has impediments that prevent him from coming?

Your uncle must obey his mother and come to her if he is able to do so without hardship. Otherwise, there is no sin upon him, for Allah Almighty says: "Allah does not charge a soul except [with that within] its capacity" and "So fear Allah as much as you are able."
