The answer

Jumu'ah prayer is obligatory for a resident of Mecca or a traveler who intends to reside there for more than four days. If Yawm al-Tarwiyah falls on a Friday, it is preferable to depart for Mina before noon (zawwal) and pray Dhuhr there, following the example of the Prophet, peace and blessings be upon him, who prayed Dhuhr, Asr, Maghrib, Isha, and Fajr there. If the sun passes its zenith while he is in Mecca, Jumu'ah becomes obligatory for him. As for traveling before noon, there is a difference of opinion, and the more preponderant view is that it is disliked except for a need, and conformity to the in departing to Mina on Yawm al-Tarwiyah is considered a need.
