Does a divorce occur with the statement, "By God, if you ride the taxi, you are divorced," said with the intention of intimidation, especially since the wife lives in an unsafe country?

The aforementioned utterance is a promise of divorce, confirmed by an oath and contingent upon the wife riding in a taxi. No divorce takes place by it, nor is there any obligation to fulfill this promise, nor is it recommended. If the wife rides in a taxi, no divorce occurs, and the husband is liable for an expiation for breaking an oath (kaffarat yameen) for not divorcing her. This expiation consists of feeding ten poor persons or clothing them, or fasting for three days if he cannot find the means. The wife must adhere to the limits set by Allah and obey her husband, and the husband must command her to do so. Muslims are also advised to reside in Muslim countries to avoid the dangers of residing in non-Muslim countries.
