Laws that restrict permissible acts, if they serve a clear public interest and violating them leads to clear corruption, then adhering to them outwardly and inwardly becomes obligatory, and violating them without necessity is forbidden. Bribery to circumvent them is also forbidden. However, if they are not like that, then they should be adhered to outwardly only, and there is no sin in violating them inwardly for whoever is able to do so without harm.
