Is the Omani Rial 1,412 given to the daughter of an alcoholic, unemployed man considered part of the Zakat, or should it be given to someone else?

Allah has clarified the recipients of Zakat (definition) in His saying: "Indeed, Sadaqat (charities) are for the poor and the needy and those employed to collect [Zakat] and those whose hearts are to be reconciled and for freeing captives and for those in debt and for the cause of Allah and for the traveler." If the daughter who is deserving of Zakat falls within these categories, then there is no objection to giving her Zakat, and the fact that her father is an alcoholic does not matter. However, Zakat should not be given to her on the grounds of poverty and destitution if she is already provided for by the person obligated to support her. If she does not fall into one of the categories of Zakat recipients, then it is not permissible to give her Zakat. If it is given to her, it will not be valid, and Zakat must be given again to those who are deserving. The alcoholic man should be forbidden from his evil act, advised, and reminded of Allah.
