Is it obligatory for me to advise everyone I see violating Sharia law in every place and at all times, and is it always obligatory to denounce evil with the tongue, and what are the consequences of not doing so?

Advising and forbidding evil is a religious obligation (wājib shar'ī), based on the words of the Prophet, peace and blessings be upon him: "Religion is advice," and the words of Allah, the Exalted: {And let there be [arising] from among you a nation inviting to [all that is] good}. Some scholars have held that advice is an individual obligation (wājib 'aynī), while others have considered it a collective obligation (wājib kifā'ī) under certain conditions. For the Malikis, advice is an individual obligation if benefit is expected, and for An-Nawawi, it is a collective obligation. Enjoining good and forbidding evil is a collective obligation, but it may become an individual obligation if one is in a situation where no one else knows about it. It is not permissible to suffice with the heart alone except in cases of inability or fear of harm.
