The Mufti advises to be keen on issuing fatwas based on the most preponderant opinion in matters, relying on evidence without blind following or fanaticism to a specific madhhab, even if the madhhab's opinion is less preponderant. The Mufti must issue fatwas based on what he believes to be correct and most preponderant in terms of evidence, and not based on what he تقليد (blindly follows) while knowing that another opinion is sounder in evidence. He also advises studying scholarly books with the Imam and clarifying the importance of cooperation and agreement in methodology and fatwa, adhering to foundational principles and evidence, and clarifying the danger of disagreement among those responsible for the mosque.
