What should a repentant person do who stole two electric fans from a school and wants to return them, but not to the same school for fear of losing them, especially since the school might not need them?

The penitent must return stolen or usurped items to their owners. If unable to reach them, he should give the equivalent value in charity. In the case of the two schools: if they are government schools and he believes that the officials there would dispose of the items improperly, he should not return them. Instead, he should direct them to another charitable cause, or sell them and donate the proceeds for the general welfare of Muslims. However, if the school is private, the stolen items must be returned to the school owner.
