If the loan is interest-based (ribaawi), it is not permissible for you to assist them by preparing a certificate for them, due to the Almighty's saying: "And do not cooperate in sin and aggression." And usury (riba) is among the greatest sins and aggressions, as the Almighty said: "O you who have believed, fear Allah and give up what remains [due to you] of interest." Preparing this certificate falls under cooperation in sin if the employee is certain that its purpose is to facilitate an interest-based loan.
