What is the ruling on a department head in a governmental body signing papers for an interest-based loan (qard ribawi) needed by an employee?

Borrowing with usury is among the major sins, and it is not permissible to approve it or assist in it in any way, according to the Hadith: "Allah has cursed the one who consumes usury, the one who pays it, the one who writes it down, and the two who witness it." The scribe and the witnesses may deserve punishment for assisting in usury, as mentioned by An-Nawawi. Therefore, it is not permissible for an employer to approve usurious loans for their employees, as this constitutes assistance and approval of usury.
