Is an employee who is forced to defraud a customer or deal with an interest-based bank by order of his manager sinful?

It is not permissible to cooperate with the manager in what is forbidden by Islamic law, such as deceiving people and unlawfully consuming their wealth, or depositing money in usurious banks when there is no necessity for it. This is because "there is no obedience to a creature in disobedience to the Creator." And whoever fears Allah — He will make for him a way out and provide for him from where he does not expect.
