Is it considered disbelief for a person to say that they love Allah, while being unable to feel this love in their heart when experiencing intrusive thoughts (waswas), and fearing these intrusive thoughts out of fear of Allah, not out of love?

Obsessive thoughts do not cause harm as long as the person dislikes them and is averse to them. They should be repelled by seeking refuge with Allah from Satan and saying to him: "I love Allah Almighty," without any doubt in that.
