Is it forbidden to use contraceptive patches that prevent water from reaching the skin when performing ghusl?

We have no knowledge of the true nature of this method of contraception. However, generally speaking, if the plastic device prevents water from reaching the outer part of the vagina, which must be washed during purification (taharah), then purification is not valid unless it is removed and the area is washed. There are regulations for using contraceptives.
