Is it valid to act upon the strong presumption (ghalabat al-dhann) in completing the washing of limbs during Wudu and Ghusl?

Acting upon the dominant assumption (ghalabat al-dhann) in completing and perfecting purification (taharah and isbagh) is sound and permissible, especially for those afflicted with obsessive doubts (waswasah). Indeed, the dominant assumption suffices for the perfection of purification according to the soundest opinion of the madhhab, based on the hadith of Aisha: "Until he assumes that he has thoroughly moistened his skin."
