Is it permissible to retract an oath of divorce stated as, "Divorce by three, I will not book for you this month to come to me in Saudi Arabia from Jordan," knowing that the wife was menstruating, and is expiation obligatory, and what is its amount in Saudi Riyals?

The ruling that has been adopted is that whoever swears an oath by divorce and then breaks it, his divorce takes effect as a triple divorce, and his wife becomes irrevocably divorced from him (baynunah kubra). She cannot return to him until she marries another husband, consummates the marriage with him, and he then divorces her, and her waiting period (iddah (definition)) ends. Some scholars, like Sheikh Al-Islam Ibn Taymiyyah, are of the view that if a person swears an oath by divorce with the intention of threat or emphasis, and then breaks his oath, his divorce does not take effect, and he is obligated to pay an expiation for breaking an oath.
