Does the farmer who left a pigeon in a cage without food or water until it died sin, even though he did not intend to torture or kill it?

If a farmer deliberately leaves pigeons without food or drink, he is sinful, because imprisoning an animal without feeding or watering it is a sin that warrants punishment. The Prophet, peace and blessings be upon him, said: "A woman entered Hellfire because of a cat she imprisoned; she neither fed it, nor did she release it to eat from the vermin of the earth." He must repent to Allah.
