Is it permissible, in Sharia, to pay the government the value of the stamps and 1% administrative fees to the bank for Murabaha, and did Sheikhs Al-Qaradaghi and Al-Qaradawi permit this?

It is permissible to consider administrative expenses and the value of stamps as part of the share price in Murabaha. The fact that the value of the stamps is for the government does not affect this, because the bank is obligated to pay them. If the customer pays them, it is on behalf of the bank, and it is part of the Murabaha price, especially since the bank is committed to refunding them if the customer withdraws from the deal.
