The answer

The basis of religious accountability is intellect. If the aforementioned girl does not possess intellect or does not comprehend what is said to her, then the pen has been lifted from her, for the Prophet, peace and blessings be upon him, said: "The pen has been lifted from three: from the sleeper until he awakens, from the child until he grows up, and from the insane person until he regains his sanity or recovers." And in another narration: "And from the imbecile until he regains his sanity."

As for her being among those given glad tidings of Paradise, this depends on a textual religious proof. However, it is from the grace and mercy of Allah that He does not punish anyone until the call has reached them and the proof has been established against them.

As for her mother, she will receive great reward and abundant recompense if she is patient with her and treats her well, for the Prophet, peace and blessings be upon him, said: "Whoever takes care of any of these girls and treats them well, they will be a shield for him from the Fire." So, what about someone who takes care of a disabled person?

However, if the girl possesses intellect through which she understands everything, and only lacks speech, then her mother must teach her purity and prayer through gestures and actions, and alert her to the prayer times.
