Is it permissible to combine the Asr prayer with the Dhuhr prayer and offer it an hour earlier due to work circumstances in non-Islamic countries?

It is obligatory to perform prayers at their prescribed times, as Allah the Almighty says: "Indeed, prayer has been decreed upon the believers a time-bound ordinance." And the Prophet considered delaying a prayer until the time of the next prayer as negligence, except in cases of combination like travel. If a Muslim is unable to perform prayer at its prescribed time in lands of disbelief, then he must leave them and return to a country where he can practice his religion.
