What is the ruling regarding a husband's statement to his wife, in a moment of anger, "You are divorced," without the intention of divorce, and is the wife required to marry another man if this phrase is repeated three times?

Firstly: The divorce of an angry person who does not know what he is saying, or who is driven by extreme anger, does not take effect.

Secondly: Three divorces count as one, whether pronounced in a single utterance or in separate statements, or by divorcing and then divorcing again during the waiting period (iddah) before reconciliation.

Thirdly: According to the majority of jurists, witnessing is not a condition for divorce or reconciliation. The command for witnessing in the Quran is understood as a recommendation and a desirability, and witnessing can occur after the divorce or reconciliation.
