If the invalidity of the Fajr prayer becomes apparent, and a person makes it up at 9:00 AM, that is sufficient. It is permissible to make up a missed obligatory prayer at any hour of the night or day, based on the Prophet's (peace be upon him) saying: "Whoever forgets a prayer or sleeps through it, its expiation is to pray it when he remembers it." According to the majority of scholars, it must be made up immediately.
