It is best to live among Muslims. Residence among non-Muslims is permissible on condition of being able to openly practice the rituals of the religion and being safe from temptation (fitna). It is recommended for a Muslim to seek out a place that helps him obey God and avoid prohibitions. If he finds only countries where sins are prevalent, he should choose those that are least sinful and furthest from open transgression, so that it may be safer for his religion. The danger of religious temptation (fitna) that a Muslim faces in Western countries, especially the young, may not compare to the potential benefits of residing there.
