Is it permissible for a young man to marry while he is still a student, meaning his father would support him and his wife, citing the verse: "If they are poor, Allah will enrich them out of His bounty"?

Marriage is a great blessing and a Sunnah encouraged by the Messenger of Allah, peace and blessings be upon him. If marriage becomes feasible, one should hasten to it to protect oneself. There is no objection to your father marrying you off and spending on you and your wife as long as you are poor, because some scholars held the view that a wealthy father is obligated to marry off his poor son who needs to marry, and he is responsible for his wife's maintenance, as mentioned by Ibn Qudamah. Studying is not an impediment to marriage.
