Is it considered cheating for a baccalaureate student not to fast during Ramadan due to high temperatures, and to submit a medical certificate to retake the exam after Ramadan?

The Permanent Committee has issued a fatwa prohibiting such certificates because they are lies and falsehoods, citing Allah Almighty’s words: "So avoid the impurity of idols and avoid false statement" [Quran 22:30], and the Prophet’s (peace be upon him) saying: "Shall I not inform you of the greatest of the great sins? Associating partners with Allah, disobedience to parents, and bearing false witness."
