Is it true to say that being inspired to supplicate for someone means Allah loves him, even if he is disobedient?

The disobedient believer combines monotheism, faith, and sins. He may encompass reasons for both love and hatred, so he is loved for the good he possesses and hated for the evil he commits. Among the signs of Allah's love for His servant are granting him success in obedience and the love of the righteous for him. However, affirming Allah's love for a specific person can only be done through a textual evidence from Islamic law. Allah's inspiring people to supplicate for the disobedient is a sign of His mercy, and it may be a cause for their guidance. Whoever wishes to help the disobedient should remind them of Allah and the danger of sin, try to distance them from bad environments and bring them closer to righteous people, while supplicating for them and gifting them beneficial books, and not despairing from enjoining good and forbidding evil upon them.
