If military service entails committing a forbidden act in Islamic law, then there is no harm in swearing an oath and offering a bribe to be rid of it, if no other means are available. However, if it does not entail a forbidden act, then it is not permissible to do so, and one must repent and seek forgiveness. No expiation is required according to the majority of scholars because it is a ghamus (a false oath taken intentionally).
