What is the ruling on one who interferes with the work of the muezzin and wishes to establish the prayer before the designated time for it ends?

If the mosque's congregation or the authorized body agrees upon a specific time for performing the prayer, it must be observed. Violating this would lead to dispute, conflict, and chaos. Hanbali jurists have explicitly stated the prohibition of someone leading the prayer in a mosque before the regular Imam, except with his permission. This exception applies if the regular Imam is delayed due to an excuse, or if his presence is not expected, or if his presence is presumed but he does not dislike it, or if time is short.
