It is not permissible to delay after the hawl (a complete lunar year) has passed without a valid excuse. Whoever pays it will have discharged their obligation, and they must seek forgiveness if they delayed it without an excuse. The debt owed by your brother does not require you to pay Zakat on it unless you receive it. Once you receive it, you should pay Zakat on it for the past years. Do not delay paying its Zakat until the hawl of the original wealth has passed. The same applies to every installment you receive.
