Must utterances have an intention behind them, like deeds, knowing that deeds are judged by their intentions?

The saying is included in the meaning of action, as Al-Hafiz Al-Iraqi said in "Tarh al-Tathrib," and Ibn Daqiq al-Eid and Al-Hafiz Ibn Hajar in "Al-Fath," that what is meant by "actions" in the hadith: "Actions are but by intentions," includes all actions of the limbs, and among them are sayings, because they are actions of the tongue, and the tongue is one of the limbs.
