How do we explain famine in some countries, knowing that Allah Almighty said: "And there is no creature on earth but that upon Allah is its provision"?

The verse is to be understood literally. Calamities and famines do not harm anyone except those whose appointed time has come and whose provision has been cut off. As for those who still have life and provision, Allah will bring them their provision from where they do not expect it, as stated in His words: (And whoever fears Allah - He will make for him a way out And will provide for him from where he does not expect) and His words: (And how many a creature carries not its [own] provision. Allah provides for it and for you). And the Prophet, peace be upon him, said: "No soul will die until it has fully received its provision and its appointed time." A person may be punished with poverty and deprivation of provision due to their laziness or their commission of sins, as stated in His words: (Whatever good reaches you is from Allah, but whatever evil befalls you is from yourself) and His words: (And whatever strikes you of disaster - it is because of what your hands have earned, and He pardons much). And the Prophet, peace be upon him, said: "Indeed, a servant may be deprived of provision due to a sin he commits." A servant may also be tested with poverty and illness as a trial for his gratitude and patience, as stated in His words: (And We will surely test you with something of fear and hunger and a loss of wealth and lives and fruits, but give good tidings to the patient) and His words: (And We tested them with good [times] and bad [times] that perhaps they would return [to righteousness]). And the Prophet, peace be upon him, said: "Wondrous is the affair of the believer, for there is good in every matter of his. If he is afflicted with hardship, he is patient, and that is good for him. And if he is afflicted with ease, he is grateful, and that is good for him. This is not for anyone but the believer."
